What is the strongest Persona fusion Persona 5 Royal? ›

How to create the best Personas through Fusing in Persona 5 Royal. Excluding Personas obtained through DLC, Satanael is the strongest Persona in the game, boasting the highest raw stats and resistances across the board. Unfortunately, it can only be unlocked during New Game+.

While characters can only equip Personas that have at least the same Persona Level as them, the player can fuse any Persona up to 10 levels higher than the protagonist and leave them in the Velvet Room stock.

Fusing Personas is also where your Confidant social rank comes into play - the higher a rank you have in a given Arcana the greater the bonuses you will receive during Fusion, meaning it's possible to create Personas that are far more powerful than you'll find in the wild.

During a fusion alarm, if the protagonist does two executions in a row using the same device (Guillotine, Electric Chair, or Gallows), a fusion accident will always occur. An accident during the fusion of Personas will result in a random Persona with often extraneous or specific set of skills.

On that note, Arsene is just one of the "components" used for fusion, there's zero reason to keep him in your inventory unless you really like him. Arsene's ultimate form is Satanael, which is story-related and thus you can only fuse him in NG+.

So, should you fuse your personas in Persona? The consensus seems to be that while it is not absolutely mandatory, it is highly recommended if you want to optimize your team's performance. Fusing personas allows you to create stronger allies with enhanced stats and access to more powerful abilities.

If you are exceeding the approximated level ranges when fusing two personas together (i.e., one is a higher level than what the fusion calculator is proposing for fusion material) then you will no longer be able to fuse for the desired persona.

Even once you've unlocked the ability to fuse Satanael in your NG+ save file, it's entirely possible it'll take you a while before you can actually perform the fusion. To fuse Satanael, your protagonist's level needs to be at least Lv. 95, as this is Satanael's initial level upon fusion.

In royal, you can deal around 1 milion damage. The best persona to achieve this is magatsu izanagi. With max baton pass and technical damage and all buff/debuff, hit an enemy on rage status and you are done.
